In 2016, Maine voters approved Question 1, the Marijuana Legalization Act which legalized the use, sale, and taxation of recreational cannabis. It was not until 2019 that the Office of Marijuana Policy (OMP) would implement the current set of adult use rules.
Who Oversees the Recreational Marijuana Program in Maine?
The Office of Marijuana Policy (OMP) was established in 2019, and oversees the licensing of recreational marijuana establishments. The department issued the first adult use establishment licenses in the state on September 8, 2020. The department requires several regulatory prerequisites before it will issue licenses.

The Application Process
There are three steps required to legally own and operate an adult use license in Maine. Conditional licensing, local authorization, and active licensure each require different information. Active licenses are valid for one year before renewal is required.
