In 2004 Vermont adopted an Act Relating to Marijuana Use by Persons with Severe Illness (No. 135). The Department of Public Safety established the Marijuana Registry Program to implement the provisions of 18 V.S.A. The Vermont Marijuana Registry (VMR) reviews and processes applications, issuing registry identification cards to residents of Vermont with verified debilitating medical conditions and evaluate the compliance of registered dispensaries.
