Recreational Marijuana in OR
Measure 91 was approved in 2014, legalizing non-medical cultivation and uses of marijuana. In 2015, Oregon Governor Kate Brown signed an emergency bill declaring marijuana sales legal to recreational users from dispensaries starting October 1, 2015.
A regulatory structure for sales of marijuana, and taxing of such sales, were established with the assignment for the Oregon Liquor Control Commission (OLCC) to oversee it. As of January 1, 2017, dispensaries were permitted to sell cannabis for recreational use so long as they applied for, and received, an OLCC license.
Medical Marijuana in OR
Oregon passed The Oregon Medical Marijuana Act, through the Oregon Ballot Measure67 in 1998, which passed with 54.6% support. It modified state law to allow the cultivation, possession, and use of marijuana by doctor recommendation for patients with certain medical conditions. Patients obtain permits through the Oregon Department of Human Services. As of 1998 patients or caregivers could cultivate no more than seven marijuana plants, of which no more than three could be mature. They could possess no more than four ounces of usable marijuana (one on the person and one per mature plant).
