The state of Missouri will begin accepting cannabis license applications on July 27, 2023. However, the license application instructions for applying can be accessed at cannabis.mo.gov. The state will issue 48 micro-business licenses to qualifying applicants via a random lottery drawing on October 3, 2023. The amount of qualifying applicants who will apply is still unknown.
What is a Micro Business?
A micro-business in Missouri is defined as ” a small businesses that is designed to allow marginalized or under-represented individuals to participate in the legal marijuana market.”. Other states, such as Arizona, California, and Colorado for example, call this type of business a “Social Equity” license.

Who is Eligible to Apply?
To quality for a “micro business” license in Missouri, applicants must meet at least one of the following standards.
- Have a Net Worth of less than $250,000
- and an Income Level of less than 250% of the federal poverty level
- Have a valid disability card issued by the United States Department of Veterans Affairs
- If you, your parent, guardian, or spouse has been arrested, prosecuted, or convicted of a non-violent marijuana offense at least one (1) year prior to December 8, 2022.
- Excluding marijuana charges that involved provision of marijuana to a minor
- Excluding marijuana DUI charges
- Reside in a zip code where:
- At least 30% of the population lives in poverty
- The rate of unemployment is 50% higher than the state average
- The rate of incarceration is 50% higher than the State rate
- Graduated from a school district that was unaccredited
